Short answer: we couldn’t verify any of them. None of the Jilibet websites we checked appears on PAGCOR’s official list of registered gaming brands and websites, and two of them make licence claims that don’t match PAGCOR’s records. Below is exactly what we checked, so you can judge for yourself and run the same checks on any site.

Which Jilibet website are we checking?

There’s no single Jilibet, so “is Jilibet legit?” has a different answer for each site. Here are the ones we’ve looked at.

We checked each website against PAGCOR’s list of registered gaming brands and websites (dated 17 September 2026). Unverified means we couldn’t match the site to a licence. Caution means we also found something that doesn’t add up, such as a licence claim that isn’t backed by PAGCOR’s records. Unlinked on purpose: we only link to a site once its licence checks out.

Who runs the Jilibet sites?

A licensed casino has to tell you who it is: a registered company name, an address and a licence number. We look for these in each site’s footer, terms and conditions and “About” page, then compare them with public records.

None of the three sites in our table names a registered company, a business address or a licence number. The closest is jilibet88.org (where jilibet888ph.net redirects), which says only that “Jilibet” was founded in 2016. Without a company name there is nothing to look up, which is a warning sign in itself.

What licence do they claim?

Most Jilibet sites say somewhere that they are licensed or “PAGCOR certified”. A logo on a page proves nothing, because anyone can copy an image. What matters is whether the regulator lists that exact company and website.

  • jilibet.art refers to “PAGCOR Fair Play Standards” and PAGCOR-regulated standards, but shows no licence number, and its Register button sends you to a different domain.
  • jili-bet.com.ph makes no licence claim at all and names no operator.
  • jilibet88.org says its games are approved by a “Philippine Gaming Council”. The Philippine regulator is PAGCOR, and we couldn’t find a regulator by that name.

All three were checked on 7 October 2026.

How to check a PAGCOR licence yourself

  1. Open PAGCOR’s list of registered gaming brands and websites. PAGCOR also runs the PAGCOR Guarantee page for checking licensed gaming sites.
  2. Look for the company name shown on the casino’s website, not just the brand name.
  3. Check that the casino’s exact domain is listed for that company. Licensed operators usually have a set list of approved websites.
  4. If you can’t find the company or the domain, treat the site as unlicensed, whatever its homepage says.

It takes about five minutes and it’s the single most useful thing you can do before depositing.

JILI Games being approved isn’t the same thing

This is where a lot of confusion comes from. JILI (I-Slot Gaming Corporation) appears on PAGCOR’s list of approved game providers. That approval is about the games: how they’re built and tested.

It says nothing about the casino running those games. A site can offer genuine JILI slots and still have no licence of its own. So when a site says “we have JILI games, so we’re legit”, that doesn’t follow.

Payments and the 2025 e-wallet rules

In August 2025 the Bangko Sentral ng Pilipinas told e-wallets to remove links to gambling sites from inside their apps (Memorandum M-2025-029). That changed how people find casinos, but it’s a separate question from whether a casino can accept payments as a licensed merchant. Warning signs on any casino site

  • No company name, address or licence number anywhere on the site.
  • A licence logo that doesn’t link anywhere, or links to a page on the casino’s own domain.
  • Support only through Telegram or Facebook, with no help pages on the site itself.
  • Withdrawals that suddenly need a “tax”, “unlock fee” or extra deposit.
  • Bonuses that look too generous, especially ones offered in private chat.
  • The site changes its domain every few weeks.

What can go wrong on an unlicensed site

  • If a withdrawal is refused, there’s no regulator you can complain to.
  • Your ID and payment details may not be protected the way the law requires.
  • Games may not be independently tested, even if they look like familiar titles.
  • The site can disappear overnight, along with your balance.

Licensed alternatives

If you can’t verify the Jilibet site you were planning to use, it’s worth choosing an operator whose PAGCOR licence you can check in a few minutes.

Is Jilibet licensed by PAGCOR?

None of the Jilibet sites we checked is on PAGCOR’s list of registered gaming brands and websites. Check the exact domain on PAGCOR’s own lists rather than trusting a logo.

Is Jilibet a scam?

We can’t say that, and we don’t need to. What we can say is that none of the sites we checked could be matched to a PAGCOR licence, and two make licence claims that don’t add up. That’s enough reason not to deposit.

JILI games are approved, so isn’t Jilibet legal?

Not necessarily. JILI’s approval covers the games. Each casino needs its own licence to operate legally.

What should I do if a Jilibet site won’t pay out?

Keep screenshots of your balance, transactions and chats. Contact the site through its own support page. If the operator is PAGCOR-licensed, you can also contact PAGCOR through its official website.
